Virtual Proposers Day Objectives

The 2018 Virtual Proposers Day is designed to provide information about TTO's goals and interest areas through pre-recorded videos and to provide opportunities for potential proposers to engage directly with TTO program managers through PM meetings. After registering, attendees can schedule in-person and/or virtual PM Meetings with TTO program managers.

The Defense Advanced Research Projects Agency (DARPA) Tactical Technology Office (TTO) is holding a Virtual Proposers Day to inform proposers about the 2018 Disruptive Capabilities for Future Warfare Broad Agency Announcement (HR001118S0028), which will be published on the Federal Business Opportunities (FedBizOpps) website (www.fbo.gov). The Virtual Proposers Day will be held on Wednesday, June 6, 2018 and Thursday, June 7, 2018.

To present adversaries with new dilemmas in conflict, and disrupt their decision calculus, DARPA/TTO intends to demonstrate disruptive options for joint fighting forces and, in turn, challenge the DoD's warfighting agencies, the defense industrial base, and the resulting military systems to innovate conflict and engagement.

TTO seeks orthogonal approaches that drive this enterprise disruption within, beyond, and across the seams of traditional warfighting domains and enable:

  1. A proliferated architecture of commodity spacecraft, sensors, and systems leveraging commercial technology and providing ubiquitous presence, low latency, and rapid tech refresh at unprecedented low cost
  2. Breaking the symmetry of ground combat through the application of numerous autonomous agents, as bulwarks for our service men and women exposed to high casualty risks across the spectrum of conflict
  3. Undeterrable air presence in any environment and theater, from permissible to highly contested, at times of our choosing
  4. Stand-in power projection and application from the sea that no longer relies on the preeminence of small numbers of vulnerable, high-value assets

TTO is also interested in cross-domain disruption, including:  moving away from high-value assets; changing the cost curve; exploiting and addressing the gap between warfighting domains; and enabling adaptation to dynamic threats.  TTO is explicitly not interested in approaches that offer incremental or evolutionary advancements beyond state-of-the-art.

Program Manager Meetings

(Hosted June 6 and June 7, 2018; scheduling website closes on Friday, June 1, 2018)
Program Manager (PM) meetings are an opportunity for individuals and/or organizations to meet individually with a TTO PM to discuss ideas and/or technology solutions to increase success in responding to the TTO Office-Wide Broad Agency Announcement (BAA).  

Attendance will be limited to three (3) individuals per session and one session per TTO PM. A business unit may request meetings with more than one PM, but must submit a unique "elevator pitch" (this should be an explanation of your envisioned technical innovation or new idea) for each request. Meetings will last no more than 15 minutes.  Individuals requesting a PM meeting for a group must include information for all participants. Logistical information regarding virtual meetings, visiting DARPA, and PM meeting scheduling will be provided with your PM meeting acceptance within three (3) business days of your application. Registration for meeting slots will close on Friday, June 1, 2018 at 12:00 PM EDT or when all PM Meeting slots have been filled, whichever comes first.

Note: There are no general sessions or presentations for this meeting; only these one-on-one sessions with Program Managers, either in-person or virtual.
