SPREE Opportunity Description

Overview: DARPA/DSO has issued an ARC Opportunity inviting submissions of abstracts for innovative exploratory research concepts in the technical domain of Rare Earth Element (REE) separation methodologies (https://www.darpa.mil/ARC). ARC Opportunities are designed to allow an individual researcher the opportunity and time to focus on nascent, paradigm-shifting ideas for national security applications. This SPREE Opportunity is issued under the umbrella ARC Exploration Announcement (EA), DARPA-EA-23-01.

Background: REEs comprise 17 elements, including scandium, yttrium, and the lanthanide series. REEs are used in a range of products and manufacturing processes, including permanent magnets, catalysts, fiber optics, and phosphor displays, which are critical to wind turbines, cell phones, and electric vehicles, among other modern technologies. However, REE extraction, separation, and purification from a complex feedstock can be environmentally degrading, energy inefficient, and difficult to permit in the U.S. From the mid-1960s to the mid-1990s, the U.S. was the world’s major supplier of REEs. Today, the U.S. imports nearly 100% of REEs used in commercial products and exports some domestically mined REE minerals for economic processing overseas. This dependence on foreign sources for processing and purification represents a significant vulnerability for the U.S. supply chain, which could be mitigated by developing a domestic manufacturing industry to extract and purify REE resources within the United States. However, widely utilized methods of extraction and separation of REEs, especially from each other, can be inefficient, energy- intensive, complex, and/or produce sizeable amounts of hazardous waste due to the use of toxic reagents and solvents, resulting in domestic permitting challenges due to predictedenvironmental impacts. As a result, there is a significant commercial barrier for domestic mining and refining of REEs.

Solicitation Question: The SPREE ARC Opportunity is soliciting ideas to explore the following question: How can we purify Department of Defense (DoD)-relevant REEs using environmentally sustainable, energy-efficient, and commercially viable techniques that can be incorporated by the U.S. domestic mining sector?

Scope: The SPREE ARC Opportunity aims to develop novel approaches to separate REEs from a commercially feasible source mixture to a commercially useful product in an economically viable and environmentally friendly method.

There is no registration fee for this webinar. The registration deadline, for IN PERSON and WEBINAR attendance is July 24, 2023 at 12:00 PM EDT or when capacity is reached (whichever comes first).  Advance registration is required for in-person and webinar attendance. NOTE: All persons wishing to attend the webinar must register (whether viewing alone or as part of a group).

Registrants in excess of the maximum capacity limitation (350 individuals) may be added to a waitlist. Individuals who are unable to register because the deadline has occurred may request to be added to the waitlist. If slots become available due to cancellations, the slots may be filled on a first come, first served basis from the waitlist.

Eligibility

DARPA is hosting this Proposers Day to (1) provide potential proposers with information on whether and how they might respond to the Government's research and development solicitations and (2) increase efficiency in proposal preparations and evaluation. Therefore, events such as these are only open to registered potential proposers, i.e., the events are closed to the general public and media. For this particular program, Information Session registration is open to potential proposers who are U.S. Citizens, U.S. permanent residents, and foreign nationals.

All registrants who are not U.S. Citizens must complete and submit either a DARPA Form 60 (U.S. Permanent Resident and Foreign National Visit Request — e.g., industry or academia) or an Official Visit Request (foreign government personnel, only) through the Embassy based in Washington, DC, no later than 5:00 PM EDT on July 20, 2023. Form 60 submission instructions will be provided in the registration confirmation email. Contact your Embassy staff for assistance in submitting the Official Visit Request.
